How to Avoid Late Registration of Birth in the Philippines

One of the first things you need to do after your baby is born is to register their birth and get a birth certificate. If you miss the deadline, you’ll have to deal with extra paperwork, fees—and a whole lot of hassle when you apply for benefits or services for your child. 

 

One survey of Filipinos with no birth certificates found that late registration of birth was often due to a lack of awareness, complicated family history, or cost. But for most people, the biggest hurdle is simply gathering documents and filing them on time.

 

Use this guide to avoid common mistakes and skip the stress and inconvenience.

Familiarize Yourself with the Registration of Birth Process

The first step to smooth and timely registration is to know the deadlines and requirements. 

 

Deadline: According to Philippine law, you need to register your newborn within 30 days after their date of birth. 

 

Requirements: Start gathering the documents before your due date, since you’ll be very busy with your newborn!

 

  • You and your partner’s valid government IDs: Options include a passport, driver’s license, National ID, TIN ID, or PhilHealth ID. Check this list of accepted IDs and how to apply for them. 
  • Marriage certificate (if married): It should be a certified true copy. Order one through the Philippine Statistics Authority or PSA Serbilis portal
  • Certificate of Live Birth: Get this from the hospital, community birth clinic, or midwife after your baby is born. Double-check the document to ensure all details are correct.

Double-Check Documents to Prevent Delays

If you have missing forms or wrong information, you may have to schedule another appointment to submit additional documents. 

 

  • Verify information. Mistakes in names, dates, or spelling require additional paperwork to correct. 
  • Protect your documents. Faded or dilapidated documents may be rejected.
  • Check for consistency. Make sure the information in your IDs, documents, and birth registration forms match.

Follow the Proper Application Procedures

Before your appointment, place documents and other birth registration requirements in a folder or envelope, so you don’t forget anything important.

To register a birth, just submit the Certificate of Live Birth and other identification documents to your local civil registry office (LCRO).

 

Many hospitals will do this for you. Before delivery, ask their Medical Records or Admissions department if they’ll take care of everything. If they say yes, put your documents in your hospital bag, so you can turn them over right after delivery. 

 

If you have to do it on your own, just follow this process.

 

  1. Find your LCRO. Check this directory to get the address.
  2. Set an appointment.  Go to the Philippine Statistics Authority or PSA website and pick your preferred date and time. Print or take a screenshot of your appointment slip. 
  3. Submit documents. Go to your LCRO office. Bring your appointment slip, a valid government ID, and the required documents.
  4. Pay the registration fee. You can use cash, credit card, or GCash
  5. Remember to ask for a confirmation receipt. Use it to track your application and ensure it was received, and to claim the birth certificate.

Ensure an Authorized Person Can Receive the Document

Birth records are confidential, so LCRO can only release the birth certificate to parents or the person whose name is on the appointment slip or receipt.

 

Make sure either of you is available to pick up the certificate or receive the delivery. Prepare a valid government ID and the receipt.

How to apply for late Registration of Birth

Do this if you know that the birth certificate was never filed.

 

  1. Gather the requirements for late birth registration.

     

    • Certificate of Live Birth: Get four copies from your hospital or midwife. 
    • Affidavit of Late Registration of Birth: You can find this form on the back of the Certificate of Live Birth. Aside from providing details like names and place of birth, you have to explain why you didn’t register within 30 days.
    • Negative Certification of Birth Record: Order online or set an appointment through the PSA website.

  3. Set an appointment for birth registration.

     

    Bring all your documents, along with your valid IDs and marriage certificate (if applicable). 

How to correct Negative Certification of Birth

Take these steps if you ordered a PSA birth certificate but received a Negative Certification instead. 

 

  1. Go to the LCRO where you registered the birth. 

     

    • If they have your application records and have sent them to the PSA: Ask for an Endorsement or Transmittal Letter and Receipt of Courier. It should have your PSA certificate of birth registration number.
    • If they’re still processing your registration: Ask for a timeline and when you should make another request with the PSA.
    • If they don’t have your records: Apply for a late Registration of Birth certificate.

  3. Go to the PSA office.

     

    Once you’ve confirmed that the LSA filed your application, you can go to the PSA to update their records. Bring the following:

     

    • Receipt of Forwarder/Courier
    • Personal Copy of the Document from the LCRO
    • Endorsement or Transmittal Letter
    • Negative Certification from the PSA

 

However, you can also wait it out—especially if you just recently filed your application. You can try ordering a birth certificate after a month. By then, PSA may already have your records.
