Direct Carrier Billing? What's that?

Direct carrier billing (or DCB) is a mobile payment option that lets you download and purchase digital content like games, movies, music, eBooks, apps, etc. from Google Play Store and charge it to your Prepaid balance or to your Postpaid bill.

What is Google Play Store?

Google Play Store is an app store available on Android phones.

What kinds of apps are available in Google Play Store?

There are literally thousands of apps on the Google Play Store! You can select and download the apps that you want. They are categorized under Games, Movies, Books, Apps, etc., and inside each category is a view of Top Paid and Top Free apps that are downloaded by other users

Are all the apps available in Google Play Store chargeable?

Nope. Most of the apps, around 80%, are free to download, while around 20% of them are chargeable.

Some of the apps are also on a Freemium basis. When we say "Freemium" that means the apps are free to download but have in-app purchases. In-app purchases are credits/points that you need to buy while going through the application, mostly applicable in games.

What do you mean by apps and in-app purchases?

"Apps" or applications are computer programs designed to run on smartphones, tablet computers and other mobile devices. Mobile games, factory automation, GPS and location-based services, banking, order-tracking, ticket purchases and recently mobile medical apps are few examples of mobile apps.

In-apps, meanwhile, are additional content or services that can be found and purchased within a mobile application. For example, Candy Crush is an App and the credits/points that you purchase while playing Candy Crush are in-app purchases.

Ah, I get it now. But I am a Prepaid user. When will I be charged if I choose Direct Carrier Billing as my payment option?

You'll be charged immediately for your app purchases from the Google Play app store.

How about if I'm a Postpaid customer? When will I be charged if I purchase apps through DCB?

You'll be charged through your Postpaid bill. Your transaction will reflect on your billing statement depending on your bill cycle.

How will the charges reflect on my Postpaid bill?

You'll see your transaction charges for your app purchases under the bill liner "Google Play purchases apps/in-apps" of your billing statement.

Yes, you would still see the price tags in Philippine Pesos even when you’re abroad.

Do I need an internet connection to buy apps or make in-app purchases?

Yes, you need an internet connection to buy apps or make in-app purchases in Google Play. Data can be either Mobile Data Service provided by your mobile operator or any WiFi connection. For your first purchase via DCB, you need to use your Mobile Data Service. You can opt to use WiFi connection for your succeeding purchases.

Do I need to register before purchasing an app in the Google Play Store?

Yes, you need to register first to start purchasing apps from Google Play Store. You need to provide your personal info such as your mobile number, name, address, etc.

What if I enter incorrect details during the registration? Will I still be charged correctly?

Don't worry, the charge will still be made on your correct mobile number even if you provided wrong details. This data is for database purpose only and has nothing to do with your charging.

Are Google Play Store purchases secure?

Yes, all purchases in Google Play Store are secure. You’re required to enter a password every time you make a purchase on the Google Play Store. If you do not wish the password prompt every time you make a purchase, you have the option to disable it.

What are the different payment options available in Google Play?

The payment options available in Google Play Store are via credit or debit card, or through your Globe billing.

I'm a Postpaid customer. Is there a cap or limit in my Google Play Store purchases via Direct Carrier Billing?

Yes, you're allowed to spend up to P1,000 per month for Google Play Store.purchases via DCB.

What should I do if I have reached the monthly limit of P1,000 for Google Play Store purchases?

You may use other payment options such as credit cards or PayPal for your succeeding Google Play purchases.

Does this monthly limit of P1,000 also apply to other Direct Carrier Billing services?

No, you may continue to use Direct Carrier Billing services outside of Google Play Store, as long as your plan’s spending limit allows it.

Do Prepaid customers also have a cap or limit in my Google Play Store purchases via Direct Carrier Billing?

There is no cap or limit for your purchases via DCB, but you can only spend up to P3,000 for a single transaction.

Will I be notified after making a purchase?

Yes, you’ll get a notification via email from Google on the details of your purchase. The customer can also view the apps installed by selecting the ‘My Apps’ section inside the Play Store. This section is for active apps that are successfully installed. You can also see the list of apps that the customer has installed under ‘All’ section inside the Play Store. This section includes all the apps including those apps that are deleted by the customer.

Can I get all details of the purchases I made in Google Play?

Yes, we will have a view of all your Google Play transactions. However, there might be some delay in getting real-time information. Transaction records will be available 2-3 days after your purchase. As an alternative, you can also check your email for purchase notifications/confirmations from Google. These notifications are sent to you immediately after your purchase.

Can I use my roaming data to buy apps or make in-app purchases?

Yes, you can use your roaming data to purchase apps and in-app purchases.

Can I use local WiFi in a foreign country to purchase apps and in-app purchases?

Yes, you can use a local WiFi to buy apps or make in-app purchases in a foreign country.

Can I cancel my Google Play purchase even after my transaction is successful?

Yes, you can cancel the app within 2 hours from the time of purchase. You're entitled to a refund for canceled purchases, too.

Just remember that after the 2 hours trial ended, the refund button will be disabled, and you'll not be able to cancel the app anymore.

How do I cancel my purchase?

You can go through the steps below for the cancelation process:

Step 1: You can view the installed app on your device. For example, you downloaded the SwiftKey keyboard app.

Step 2: Look at the app's options: Open and Refund. Click "Refund" to cancel the app.

Step 3: After clicking the button, you'll be prompted with the confirmation of cancelation. The app will then be installed from your mobile device.

Will I be notified after canceling an app purchase?

Yep. If you canceled an app purchase within the 2 hours trial period, you'll receive an email notification from Google about the amount, canceled app, and other details of refund.

How much time or days will it take for me to get a refund?

It will take a maximum of 7 days to get your refund.

You can raise your concern directly to the developer. The support details for the developer can be found in the app itself or the email notification that you received during the time of purchase.

Will I get a refund if the developer was unable to resolve the issue in the app?

The developer needs to notify Google for the refund, and then Google needs to inform us to give back the refund to you. Developer related refunds can be processed within 6 months from the time or date of purchase.

I am able to purchase some content. But when I tried to purchase another, I got an error message that says "Your order was declined because it was considered high-risk. Please try again in 30 minutes." What should I do?

No need to panic. This is an intermittent problem and should be resolved after some time. You can try downloading again after a few minutes.

I got an email notification upon the purchase and I see the VAT disclaimer in it. What’s the VAT charge for this?

Percent of VAT charge in the Philippines is 12%. You’ll be informed about this via text after registration to Google Play via Direct Carrier Billing. You won’t be able to see the VAT information on your email notification from Google. The email notification is generic and does not include taxes.

I changed my SIM and I am unable to purchase any content on Google Play. What should I do?

When you change your SIM, it might take some time for Google’s server to respond. This is an intermittent problem and should not last for many minutes. If you can’t still purchase after an hour or so, you need to do a factory wipe, and then try making a purchase again. Settings can create a mismatch. Factory wipe should clear all previous settings.

I’m using a dual SIM phone. Upon inserting both SIMs, I’m unable to make any purchase on the device. What should I do?

Dual SIM phones have a master SIM and child (secondary) SIM. The master SIM is the one registered first in Google Play. The charging via Globe Billing is on the Master SIM. Therefore, if you entered both SIMs at the same time, the device will not be able to recognize which is the master SIM. You need to insert one SIM first and make an initial purchase. This will establish the connection with Google Play and your preferred Globe mobile SIM, You can enter the 2nd SIM in your device after your initial purchase. You’ll not be able to make purchases from your 2nd SIM. If you want to purchase using a different SIM other than the one registered in Google Play, you need to take out the master SIM and establish connection with Google Play using your preferred SIM without the master SIM in the device.

I don’t notice my mobile number or I see incorrect mobile number in the email notification I received after purchase. What should I do?

The email notification does not display your mobile number if you entered an invalid or wrong mobile number in the Google wallet. You need to change or modify the mobile number in your Google Play Account to see your mobile number details in the email notifications.
