It is simply annoying. For decades every criminal could exploit this system and use unregistered sims. In other countries with much less problems - because they closed the gates before they could be opened registration is mandatory when purchasing the sim. This procedure here (especially for tourists) is discriminating foreigners and keeps them permanently from visting this country. The Philippines don´t need them, this law seems to express.
